Singapore and Timor-Leste have entered into a new phase of bilateral relations with the signing of a cooperative framework aimed at boosting collaboration across various sectors such as economic development, healthcare, education, and regional affairs. This agreement was formalized during Singaporean Prime Minister Lawrence Wong’s visit to Dili, marking the first official visit by a Singaporean prime minister to Timor-Leste. The framework establishes a mechanism for regular consultations between the foreign ministries of the two nations to engage in discussions on a range of bilateral, regional, and international topics.
In terms of economic ties, Singapore has reaffirmed its commitment as a significant investor in Timor-Leste, with Singaporean businesses actively pursuing opportunities in areas like renewable energy and wholesale trade. Prime Minister Wong announced that starting in 2027, Timorese workers will have the opportunity to work in select sectors in Singapore, including construction and marine shipyards. This initiative is designed to expand workforce opportunities for Timorese citizens and further strengthen the people-to-people connections between the two countries.
The cooperation framework also outlines plans for enhanced collaboration in healthcare and education. Singapore’s National University Hospital is expected to work alongside Timor-Leste’s Ministry of Health to support workforce development and provide healthcare training. Additionally, Singapore will contribute to developing leadership training programs for educators in Timor-Leste, aiming to bolster the country’s educational infrastructure.
Furthermore, Singapore has pledged ongoing support for Timor-Leste’s integration into the Association of Southeast Asian Nations (ASEAN). This support will be extended through expanded training programmes and assistance in preparing Timor-Leste for its future role as the ASEAN chair in 2029. These efforts underscore Singapore’s commitment to helping Timor-Leste navigate its path towards full ASEAN membership.
During his visit, Prime Minister Wong was honored by President José Ramos-Horta with the Order of Timor-Leste (Grand Collar). This accolade was in recognition of Singapore’s enduring support for Timor-Leste’s development and its journey towards becoming a member of ASEAN. The award reflects the deepening ties and mutual respect between the two nations as they look forward to a future of strengthened collaboration.
